Rehabilitation - effective... or not?

I'm doing a personal study at the moment concerning the effectiveness of rehabilitation as a theory of punishment and thought this would be a good place to gain various opinions and perspectives, so please give your thoughts!! So with custody aside, do you feel that non-custodial sentences can create unnecessary risks to the public or do they provide an authentic environment thereby aiding the rehabilitation of offenders??
